What it does:

Redoes an action that has been undone.

Right click:

No right click functionality.

What it can be used for:

After removing example answers (so students cannot cheat) the Redo button can be used to quickly bring back the examples.

Watch out for:

As with the redo tool, it will take a long time to redo text written with the Pen tool.

This tool is not used in any particular tutorial on this site (yet).
